Hello, English Wikiquote has been recently revising / officializing its policies. In this week some old conventions are confirmed as official policy, or a new requirement was added.
Major changes are as following: * Administrators are now required to be reachable by email. Further information is found on WQ:RFA. * Votes for deletion/Log, Image use policy and Blocking policy are now official. * Wikiquote:Username policy is also now official.
As for mail requirement, if you are an EnWQ admin and not to confirm your wikimail, please do it right now :)
As for new policies, the biggest impact may be given by "Image use policy". English Wikiquote disabled its uploader years before, so it is not practically change. However we confirm happily now the English Wikiquote says "no fair use media, go Commons" officially. English Wikiquote community is now orphaning remaining fair use images and listing them on Votes for deletion.

Hello Aphaia. In spanishwikiquote we came to the conclusion that we only want free images (as in most entries, there's only a weak or no jsutificationat all to use fair use images)

now, how did you get the uploads disabled so quickly? I see that english wikiquote already disabled uplaods, so I'm wondering if I should have done something else besides filing to bugzila in order to get it done

Honestly I don't remember our exact way to request for disabling. However it works always 1) bug your request 2) and (soon) later poke a dev on IRC, mainly #wikimedia-tech
