The Universal Code of Conduct https://meta.wikimedia.org/wiki/Universal_Code_of_Conduct (UCoC) provides a baseline of acceptable behavior for the entire Wikimedia movement. The UCoC and the Enforcement Guidelines were written by volunteer-staff drafting committees https://meta.wikimedia.org/wiki/Special:MyLanguage/Universal_Code_of_Conduct/Drafting_committee following community consultations. The revised guidelines were published 24 January 2022.

The Wikimedia Foundation Board of Trustees released a statement on the ratification process https://meta.wikimedia.org/wiki/Special:MyLanguage/Wikimedia_Foundation_Board_noticeboard/January_2022_-_Board_of_Trustees_on_Community_ratification_of_enforcement_guidelines_of_UCoC where eligible voters can support or oppose the adoption of the enforcement guidelines through vote.
