May I suggest using the Wikimedia Community Logo http://commons.wikimedia.org/wiki/Image:Wikimedia_Community_Logo.svg, (which is freely licensed, unlike the WMF logo we're using), superimposed with an outline map of Pennsylvania? Someone with more image skills than I should actually whip it up, but it seems fairly simple, iconically, legally, and symbolically.
That's an interesting thought.
For the record, all other chapters are using and were using the Wikimedia logo even prior to formal incorporation of any kind.
I am fine with both uses, ie. either a Wikimedia Pennsylvania logo, wich then has to follow the identity guidelines, or a community logo arranged as you see fit.
One can even be replaced by the other if/when the need/will arises.
