Besides being a separate site, it seems to have a different purpose. Wikimedia PA is about coordinating Wikimedians in PA, that's kind of a mini-encyclopedia about PA and its politics.
We might need some new admins on https://pa-us.wikimedia.org/ (there don't seem to be any bureaucrats or sysops), but that's solvable.
