Bibliohackathon is around the corner: on October 26th in Florence at

Wikipedians, librarians and geeks will gather to kick off this pilot
project, in which representatives of each category will work together
to learn and discuss something useful from each other.
For this purpose, several workshops have been planned, among which we
point out those about Thesaurus, Wikidata, VIAF, Pywikipediabot and
OpenAccess. The beginning of the meeting is fixed at 9 for reception,
while the work will start at 10:00 and end at 18:00. To participate,

Dear members of the Wikimedia community,
I write to remind Wikimedia-affiliated entities interested in
submitting an annual plan grant proposal to the Funds Dissemination
Committee (FDC) in Round 2 2013-2014 that they must first submit a
Letter of Intent (LOI). The Letter of Intent is the first step in
applying for funds from the FDC, as outlined in the FDC Framework. [1]
This step has been implemented as part of the improvements for
2013-2014. In Round 1 of this year, it helped the FDC staff to work
closely with interested applicants ahead of eligibility and proposal
deadlines.
Entities interested in applying for funding in Round 2 must submit an
Letter of Intent before submitting a proposal. For Round 2 of
2013-2014, the LOI is due on November 8. The LOI asks potential FDC
applicants to state their intentions to apply and to include a
notional dollar figure (or local currency figure). The LOI can be
created on the FDC portal [2], and a sample is here for your
reference. [3] The LOI is non-binding, but it is required.
Milestones from Round 2 can be found on the portal [4] and below:

* Deadline for WMF Staff to post eligibility: 15 December 2013
* Deadline for entities to meet eligibility requirements: 15 February 2014
* Proposal submission deadline: 1 March 2014

GLAM activities
On the 8th August we ran our first evening GLAM editathon in
London<https://en.wikipedia.org/wiki/WikiProject_Atheism/Conway_hall_editathon>.
It was our first event at Conway hall, and it established that we could get
people to an evening event, even in August, though few of the participants
were actually commuters.
Technology
Work continued in preparation for the September migration of this wiki to
Wikimedia UK hosting.
Other activities
*Wiki Loves Monuments*
August was the busiest month for the WLM volunteers and helpers, getting
everything ready for the start of the contest on 1st September. During the
month significant staff assistance was made available to take up some of
the strains without which the volunteers would not have coped. Tasks for
the month (volunteers with staff assistance) included finalising the lists
on the English Wikipedia, dealing with template issues, setting up and
working on the WLM website <http://www.wikilovesmonuments.org.uk/>, writing
blog entries, answering user queries, liaising with the press, notifying
the competition to 250+ local history, civic, and photographic societies
around the country, setting up the UK jury, liaising with the international
competition organisers, proving technical feedback and testing of the
proposed jury tool, and providing Welsh language support.

Three Board members (Chris, Saad and Alastair) attended Wikimania in Hong
Kong. We had a number of very productive meetings and sessions with the
Foundation, FDC and other Chapters. Chris was interviewed as part of

For the 'holiday month' a lot happened. See our reports on Wikimania Hong
Kong for instance. The office did more than chug along. A huge amount of
preparation want on towards the autumn and winter programme, Wiki loves
monuments in particular. In parallel the trustees were working towards the
expansion of the board. The number of volunteers has been growing steadily
as well and we hit the 100 mark eventually.
Communications
Please see the above links to relevant press coverage received in August
and blog posts published during the same period. Key communications
projects worked on during August included writing proposals to present at
the Open Government Partnership and MozFest, reviewing our suite of printed
publications, supporting Wiki Loves Monuments (including working on its
website). A Wikimedia UK supporter was kind enough to host a workshop for
staff, volunteers and a trustee helping us to structure and analyse our key
messages.

=== Wiki Loves Monuments Argentina 2013 ===
For the second year in a row, we organized the local edition of Wiki Loves
Monuments, the largest photo contest in the world. This time, we promoted
two new prizes: aside from the first, second and third prize and the other
7 finalists, we will give a special award to the participant who portraits
the largest number of monuments, and another special prize to the best
photo in the City of Buenos Aires. This award is given in the context of a
new agreement with the Ministry of Modernization of the Government of
Buenos Aires. The entity also provided a list of over 200 statues and
monuments that were now incorporated to the contest. Thanks to this, in
2013 the Obelisk of Buenos Aires, a classic to tourists and residents, were
eligible to participate as well as other sites, like 3 de Febrero Park and
Lezama Park, to count a few.
By the end of the contest, Argentina had 145 participants that uploaded
4,104 photos. All of these photos are now part of the more than 370,000
uploaded images from more than 50 countries all over the world. The winners
of the local edition will be published in a month, in the official web site.
As a way to support the contest, Wikimedia Argentina published two videos:
one announcing the contest and the other showing quickly how to participate
in it. The videos, which were made with a neutral accent so they can be
used in all Ibero America, were available on YouTube and Wikimedia Commons.
=== 2nd Photo Safari in Buenos Aires ===
On Saturday, September 28, at 2:30 pm, the second photo tour through Buenos
Aires City started, few days before the end of Wiki Loves Monument 2013.
This time, over 20 people joined the walk, in a tour that took us to the
most stunning parks in the city.
For three hours, we took pictures and talked about the monuments that
appear in the most unexpected corners of the city, illustrating several of
them for the first time with a freely-licensed photo. In this warm meeting
was a perfect opportunity to strength bonds between community members and
integrate new volunteers interested to participate in our projects.
=== Wiki Loves Monuments goes to Antarctica! ===
In order to expand the largest photo contest all over the world, Wikimedia
Argentina decided to organize a special edition of Wiki Loves Monuments
incorporating over 80 historical sites declared by the Antarctic Treaty .
Replicating the spirit of international cooperation present in both the
Antarctic Treaty and in the Wikimedia community, our chapter gathered
volunteers from various countries to cooperate in the organization of the
competition, leaving Wikimedia Argentina as coordinator. In addition , we
contacted institutions related to the "White continent " to support this
event, in particular , we had a very good acceptance by the Antarctic
Treaty Secretariat, based in Buenos Aires, and they decided to support the
event.
The competition, which was always presented as a symbolic event, managed to
get 22 participating images from 4 different contestants. The first
Wikimedia activity conducted in Antarctica also helped to establish a
relationship with institutions of interest to our projects as the Antarctic
Treaty Secretariat or the Chilean Antarctic Institute (which will provide
one of the judges of the event). This is important for the development of
future projects to improve content related to our planet's southern tip.
=== Iberoamerican Women: Successful editing contest ===
The "Iberoamerican Women" editing contest took place for the second time
this year, from March 8 to August 30, with excellent results: 27
contributors joined this time, and over 1,200 new articles were created.
This surpassed by far the results of the first edition of this same
contest, held in 2011, which brought over 500 new articles, when 24
participants joined the competition.
The jury is formed by Cecilia Sagol, BA in Literature and coordinator of
Educ.ar; Paula Carri, journalist for Página/12 newspaper and coordinator of
the Platform for a free Internet without Discrimination, and at least 5
editors of Spanish Wikipedia. The names of the winners will be published in
the weeks to come.
=== Open talk: Wikipedia in the classroom ===
As part of Wikimedia Argentina's activities related to education, the open
talk "Wikipedia in the classroom" seeks to inspire teachers of different
levels in the use of the free encyclopedia in different teaching
environments.
The event was co-organized by Wikimedia Argentina and the National
University of North-West Buenos Aires (UNNOBA), and was held twice: on
Thursday, September 26, it took place in the city of Junín; and on Friday,
September 27, it was held in Pergamino. The presentation went over topics
described in the manual created by Wikimedia Argentina, trying to show to
teachers how they can use Wikipedia as a teaching tool.

The third term of the Wikipedia Education Program in the Arab World
ended with strong results

The program began with a small pilot project at two universities in
Egypt in spring 2012. It has now turned into a force on the Arabic
Wikipedia, with students participating in the program in three
countries, adding content to Wikipedia as part of their university
coursework. Last term, students in Egypt, Algeria, and Jordan
contributed 12.79 million bytes of content to the Arabic Wikipedia.
That’s more than double the 5.97 million bytes of the fall 2012 term.

to recent revelations about surveillance on the Internet, on August 28

In August, the VisualEditor <https://www.mediawiki.org/wiki/VisualEditor> team
continued to work on this visual interface to edit wiki pages without
markup, and met with the Wikimedia community at Wikimania in Hong Kong
<https://meta.wikimedia.org/wiki/Wikimania_2013> to discuss how to best
improve it. The software saw three major updates this month, with other
smaller updates to fix urgent issues. The focus of this work was on
improving the stability and performance of the system, fixing a number
of bugs uncovered by the community, and making some usability improvements.
Work also continued on Parsoid <https://www.mediawiki.org/wiki/Parsoid>, the
software that converts wikitext to annotated HTML behind the scenes of
VisualEditor. The team continued to improve the compatibility with
existing wiki markup, thanks to the feedback provided by users after
VisualEditor was released in July. The infrastructure used for the
conversion between formats received a much-needed overhaul, notably to
improve performance by changing the storage back-end. Performance
statistics are now recorded, which will make it easier to identify
performance bottlenecks and catch regressions.

In August, the Notifications
<https://meta.wikimedia.org/wiki/Echo_(Notifications)> feature was
added to Wikipedia in French, Hungarian, Polish, Portuguese and Swedish.
It was well received, particularly the ability to notify people by
mentioning them in a discussion, and the ability to thank users for an
edit. Notifications should be added to all Wikimedia sites in the coming
months.
Development continued on the upcoming discussion system ("Flow
<https://www.mediawiki.org/wiki/Flow_Portal>"). New features were added to the
prototype, notably the revision history and a moderation tool.
A few changes were made to the Article Feedback Tool
<https://www.mediawiki.org/wiki/Article_feedback/Version_5> on the English and
French Wikipedias, like improvements to the opt-out tool. Feedback
notifications have also been added, to let users know when useful
feedback is given for a page they monitor. The article feedback tool
will be made available to other wiki projects interested in testing it
later this year.
This month, the Editor Engagement Experiments
<https://www.mediawiki.org/wiki/Editor_engagement_experiments> team (E3)
primarily focused on development for its next and final test of the
Getting Started <https://www.mediawiki.org/wiki/Extension:GettingStarted> task
suggestion system, a part of a project aimed at onboarding new
Wikipedians. The team also worked on enhancements and bug fixes for the
GuidedTour feature, such as adding the ability to customize default tour
actions and better integration with VisualEditor.

In August, the Mobile Apps team released a new version of the Commons
photo uploader app <https://www.mediawiki.org/wiki/Wikimedia_Apps/Commons> for
iOS and Android. The interface of the iOS version was improved, while
the Android version received incremental updates, such as better support
for upload campaigns (like Wiki Loves Monuments). The team also started
making plans for the next generation of the Wikipedia reader app, which
will be more closely integrated with the mobile web site, to ensure that
new features are always available through a web view, even where there
isn't specific native support.
The team continued to plan the re-architecture of Wikipedia Zero, the
program that allows free mobile access to Wikipedia on select carriers.
They also analyzed HTTPS requirements in support of a push for greater
usage of HTTPS across Wikimedia projects.
Last, the mobile editing feature on the mobile site
<https://www.mediawiki.org/wiki/Mobile_web_projects> continued to be improved.
Bugs were fixed, and the feature show at the section level of articles
was expanded. The first iteration of mobile notifications was also
activated on wikis projects where Notifications are enabled.

Highlights
* One month after the first launch in India, *Wikipedia Zero reports
an increase of 12 million pageviews*. The launch, which has been
achieved with our partner Aircel in July, has been the biggest
launch for the Wikipedia Zero team so far. Overall, Wikpedia Zero
has shown a tremendous growth over the last six months, with monthly
pageviews increasing from *3 million in February to 35 million in
August*.
* In August, the Program Evaluation and Design Team designed and
executed its first *Evaluation Capacity Survey*. Over 70 program
leaders from different parts of world reported back on the current
state of their evaluation capacity. The results, which will be
published in September, will give an overview of how chapters,
thematic organizations and unaffiliated volunteers across countries
evaluated their programmatic activities in the past and how they're
planning to grow their capacity in this area.
* The third term of the *Wikipedia Education Program in the Arab
World* wrapped up with strong results. What began with a small pilot
at two universities in Egypt in spring 2012 has now turned into a
force on the Arabic Wikipedia, with students participating in the
program in three countries adding content to Wikipedia as part of
their university coursework. Last term, students in Egypt, Algeria,
and Jordan contributed 12.79 million bytes of content to the Arabic
Wikipedia. That’s more than double the 5.97 million bytes added by
students in the fall 2012 term. Samir I. El-Sharbaty, one of the
Wikipedia Ambassadors and former student of the program, achieved
Featured Article status for the article George I of Great Britain.
* Thanks to the Analytics Team's new *WikiMetrics* tool, we now have
data on the *performance of students in the Wikipedia Education
Program U.S. and Canada* from spring 2013. They added 7.4 million
bytes of content. That brings the total amount of high-quality
content added by the U.S. and Canada program to the English
Wikipedia after six terms to 43.4 million bytes – or the equivalent
of 17 /War and Peaces/.

months*, driven by new operator launches (3 million to over 35
million pageviews per month). We're now in 17 countries through six
group level carrier partnerships covering 490M mobile subscribers
(290M launched) – and growing.
* *Carolynne Schloeder joined as Director, Mobile Programs*. Carolynne
has more than 20 years of experience in the mobile and online
business. Her hiring is part of an increased investment in Wikipedia
Zero and mobile in general. Carolynne will be responsible for
coordinating all phases and aspects of product development, the
launch process and ongoing management of Wikipedia Zero. She will
create a strategy for mobile programs and then lead and execute this
strategy through strong collaboration with internal stakeholders and
external partners.
* At *Wikimania* in Hong Kong, Kul reviewed Wikipedia Zero's growth in
Africa and initial findings from primary research conducted in
Africa. Dan presented our Wikipedia via Text (USSD/SMS) solution to
reach more people in Africa that use feature phones.

during Wikimania. The team hosted over 20 community members from
around the world, including many who were at the Budapest
workshop, to provide them updates, deliverables, and to touch
base about evaluation. Dinner was sponsored by WMF afterwards,
which allowed for continued community building.

The entire team attended, participating as support for the
Grantmaking Learning & Evaluation team who organized the
inspiring day of learning. The team also participated in
facilitating break out sessions and were able to share their
team mission and goals with program leaders from around the
world who attended the day.
o PE&D *shared a table with Learning & Evaluation at Wikimania*,
fielding questions and concerns from community members from
around the world and spreading the news of the teams formation
and team mission through postcards, social media, networking and
session participation.
* Facebook group launched
o After an informal community survey, PE&D launched a *Facebook
group <https://www.facebook.com/groups/programevaluation/>*
which has over 70 members and an active community being formed
around program evaluation. Anyone can join!
* First Google Hangout Held
o The team held their *first Google Hangout

and participants were guided through a step by step process of
how to use WikiMetrics as an evaluation tool. A follow-up
Hangout is scheduled for September 6.
* Program Evaluation Portal progresses to October 1 launch.
o Sarah, Community Coordinator, has been taking the lead alongside
Jonathan Morgan, from Grantmaking Learning & Evaluation, to
create a *shared portal space* which will launch in October on
Meta, replacing the current Meta page

* *Evaluation Capacity Survey* closes; results are next
o PE&D designed and executed a survey, which ran for two weeks,
and surveyed over 70 program leaders from the movement regarding
their capacity to evaluate – what they have done, what they
haven't done, why, and wht they want to do regarding evaluation.
Results will be shared publicly in the upcoming weeks, and will
allow PE&D to have a better understanding of where the movement
is at regarding evaluation, and will also allow the team to see
how they can support the movement with tools, resources and
communications.

of the year. This year's Wikimania in Hong Kong was a major success from

Wikimania brings global Wikimedians together in Hong Kong (August 9 to 11)
The annual Wikimania conference brought together nearly a thousand
Wikimedians from all over the world to meet, discuss, and build the
Wikimedia projects. This year's event garnered major coverage from
outlets around the world. Global and regional media based in Hong Kong
covered the event, providing mostly positive-tone coverage. This
Wikimania also saw some of the first major involvement from China-based
media outlets. Coverage ranged from stories about Jimmy Wales' keynote
and comments about Edward Snowden/PRISM and issues around censorship in
China, to the gender gap on Wikipedia, the history of Wikimedians in
Hong Kong, and the wide range of topics presented in sessions.

'Listen to Wikipedia' continues to gain attention (early to late August)
WMF staffer Stephen LaPorte's 'Listen to Wikipedia'

of this year. The tool produces a musical analysis of live activity on
Wikipedia. Media and bloggers have enjoyed writing about and promoting
