I'm not surprised though. South Africa on the other hand has displayed real enthusiasm with this Wikimedia course.
I think the wmf will find it a risky task to approve any other African country as a chapter.
Well, for me, if the wmf wants to have real serious folks in Africa to contribute to Wikimedia, then they must be serious with Africa. Wmf is currently not.
The solution is clear. Waiting to see wmf implement one day.

what is also remarkable, nobody of the persons on the mailing list
contributed regularly to wikipedia, imo the root cause of the failure.
the spanish chapter survived a "money lost" incident.
