I would modify as follows:
"The mission of the Wikimedia Foundation is to empower people around the world to develop freely licensed educational content and to globally disseminate that content." As part of week of action for a world without mass surveillance held by the @Electronic Frontier Foundation, two legal counsels from the Wikimedia Foundation outline how transparency is at the core of this mission.
