I think a simple RT won't work as well on the non-MediaWiki accounts, e.g. simply because among their more general audience, most won't know what GSOC means. How about:
T: @wikipedia, RT by @wikimedia Know a gifted student who'd like to code for Wikipedia? "URGENT call for geographical diversity in Wikimedia #GSOC" http://lists.wikimedia.org/pipermail/wikitech-l/2014-March/075222.html
FB/G+: Know a gifted student interested in coding for Wikipedia/Wikimedia? Applications for our Google Summer of Code program close on March 21, and candidates from more countries are needed! http://lists.wikimedia.org/pipermail/wikitech-l/2014-March/075222.html

Is there room to write out Google Summer of Code? I might also switch and say Google Summer of Code @ Wikimedia....
The URGENT is a little extreme to me, no one's life is at stake.
Otherwise great idea to send from WP/WM

Not really, this draft is already tweaked to 116 characters (one below the maximum, considering that the link needs to fit in too, shortened to 23 characters). But we can actual link to @GSoC instead of the hashtag #GSOC.
The URGENT is a little extreme to me, no one's life is at stake.
OK, I didn't want to second-guess Quim's assessment of the seriousness of the situation, but maybe I'll just take it out ;)

PS: I think this is an opportunity to mention the existence of this list on Wikimedia-l (in response to Harsh's email, who probably wasn't aware of it [1]), and invite people to email SM suggestions to the list. Or would people here prefer if we wait a bit longer before we announce it more widely?
