Per the closing projects policy[1] I'd say this has to go through LangCom. Closing a project requires a LangCom recommendation to the Board of Trustees to enact such closure. The abilities of communities to decide upon project closures was explicitly abrogated when the new policy was passed. I'd suggest to mark the task as declined.

there is no technical difference between closing a wiki, and disabling edits. Closing basically doesn't do anything but reassign edit permissions from "everyone" to "stewards". Hence, I would recommend to call langcom and not proceed without their consent.
