Yes, we should send this out for WQ-2. It will both be appreciated,
despite the date, and good practice. It will guarantee that we get
feedback from people on the list about what kinds of email they would
like to see; and we should try to remember and store which ones would
like full-html or full-PDFs...
The reply-to should go to newsletter@wikimedia, which will be in OTRS.
The link to the talk page should also stay; not everyone likes using
email.for correspondence, even if they like receiving it. (And on-wiki
are usually better for the community)
