I hereby propose to start a Bugzilla+Gerrit Task Force to reduce network usage by the framework and to enhance our low-level code. I hardly ever inspect files like data/api.py, but I see that even the simplest queries get submitted as generators or with the 'userinfo' property attached.

If you want a script to be able to alert the operator when a message has been left on the bot's talk page, I think you need to check the 'userinfo' property on every query.
I will help you if you create the task force (we can create a a page in mediawiki.org too). It's not the userinfo thing.
I think we need inspect some famous scripts to check where redundant data is transferring.
