Although I disagree with the reason that triggers Maarten to bring up the topic, I have always found the SourceForge bugtracker a nightmare. So I do support Maarten's goal.

ERROR 1226 (42000): User 'mjbmr' has exceeded the 'max_user_connections' resource (current value: 15)

Uh, dont exceed your limit of sql queries at any single time
that error means that you have exceeded the maximim number of simultaneous queries for your account. This individual script may only make one query, but your toolserver account has reached its max. which I think is 250
