Summary: Modern skin not usable
Initial Comment:
The MediaWiki skin 'modern' does not have that much HTML cruft around the actual
content. Thus there would be a little bit less bot traffic with this skin.
But I cannot use that skin with pyWikipedia! Error message:

Fixed in r5435. Hacked around by forcing bots to use monobook in the
requests ('useskin=monobook'). Will only be properly sorted if screen
scraping is no more.

"Modern" misses several tags that PyWikipediaBot relies on. For example,
the tag <div id="bodyContent"> (e.g. on Whatlinkshere) is important, but
only MonoBook has it.
Of course we could search for other tags that are available in more skins,
but I think it's not worth it, as you seem to be wrong about your
assumption that the "Modern" skin had less HTML than "MonoBook". HTML
pages
seem to have about the same sizes with both skins.

BTW: See also

That skin assumedly would not work either.
