If you follow either page history, you'll find that both have been revoked later.
In my opinion, treating an empty page like a nonexistant page is not always justified, mostspecifically, when there are interwiki links pointing to it. While there may be no other choice in automatic and autonomous mode, in manually controlled mode there is. As a bot operator I wish to see a message saying something like: "[[zxx:sample]] is an empty page." or the like, so as to be able to check the page for possible vandalism.
I admit, in huge batches, this message may easily happen to go undetected, since is would usually not be appearing anywhere near the messages about the changes caused by the empty page, but that is imho not an argument against having it.
