There is no pywikipedia bot for work with wikidata yet, only 16 days left and most of categories and community pages have no entry in wikidata yet.
I am not able to write this bot, but it seems is not difficult read interwikilinks from wikidata using API

If nothing more, we can check, if there are all links, as first step it would be useful.

* This API will change, I'm working on getting it into action=query: http://www.mediawiki.org/wiki/Requests_for_comment/Wikidata_API
* At this point there is no way to check if the page in a local wiki gets its langlinks from the wikidata or from the page itself without examining the page's content. Its a limitation of the current langlinks table, and should be fixed.
