In my view it's a very good idea but I have to agree with Merlijn so I'm going to send an e-mail about dependencies in general to the mailing list because right now our biggest issue is this and We have to work on it. I need your help Dr. Trigon too

Yes. (although I'm not sure what the archive(s) directory would be for? storing binary files in git is generally not a good idea)

I think we can have multiple repository 'layers', so pywikibot/thirdparty/haartraining etc might be a nice option?
