Initial Comment: If you want interwiki.py to work on a series of category pages, it will not find any. If you let it handle a single page within that range, it does work on it.
See these two invocatons:
$ python interwiki.py -putthrottle:35 -initialredirect -confirm -lang:zh-classical -start:Category:User_de Checked for running processes. 1 processes currently running, including the current process. NOTE: Number of pages queued is 0, trying to add 60 more.
