All right, you have one support from me. Access should be requested somewhere on Meta or MediaWiki but I am confused as all the projects moved from SVN to git except Pywikipedia and I don't find the page. So contact Sumana Harihareswara at sumanah@wikimedia.org and she will tell you the process.
