Initial Comment: interwiki.py suggests to remove a correct iw link to a section ([[no:Andre personer i Tidshjulet-serien#Elayne Trakand]]) when no other existing pages are found. An iw to [[no:Elayne Trakand]] is also found, but that page does not exist:

I think it should be fixed by ignoring the link in the section header. The link should certainly not be followed.

Here is another example of the same bug:

This is caused by the section title being given not by

=== Elayne Trakand ===

but by

=== [[Elayne Trakand]] ===

The bot does not notice that it should drop the [[]] from the section title.

In this specific case, looking at the Norwegian page, it seems that the logical thing to do would be to make the section title non-linking (there is a list of "Karakterer med egne sider" ("characters with their own page") at the top, and this one is specifically not in it. However, for the general case I guess a change of the bot code might be in order - either by allowing the link or by deciding to follow the link.
