Initial Comment: Please provide a minimal example config file so users who want to simply get up and running ASAP don't have to wade through irrelevant settings in config.py (which should really be called default_config.py) or search on Meta for documentation. Proposed patch to follow.

Message: Many users will not want to use generate_user_files.py as it generates crufty config files with confusing and too many comments.
