Subject: Ignore swiss-related articles in spellcheck.py
Original description:
Add a switch (-ignoreswiss) to make the checker ignore articles with a
"&lt;!--schweizbezogen--&gt;" comment. This is useful on the german wikipedia
where spelling is different in swiss articles.
