For example, this construction:
<includeonly>[[Category:Foo]]</includeonly>
when operated on by:
python category.py move -from:"Foo" -to:"Bar"
produces:
<includeonly></includeonly> [[Category:Bar]]
which is wrong.
This bug has existed for a long time, at least a few years.
