@Qgil, in hopes that this can be moved out of "needs discussion" (1) are there any reasons that this design as a read-only bot can't be applied to any Wikipedia or other wiki in any language, at any hosting organization, and with any community rules allowing read access to pages and their history? (2) Can you please show me a preferred form of questions for student applicants for this year's GSoC so I can get this task and the mediawiki.org page in conformance with this year's format?

yes, but for me the best would be that ReplaceBot does not handle two types of lists but only one.
So all scripts (including replace.py) interface ReplaceRobot in the same way.

@Nullzero How do these two scripts running simultaneously? Use cron to set a interval of running? Or just run them one by one? Did these two scripts run under the same directory (did they share the same `pywikibot.lwp`) ?

Maybe instead of patching the scripts, replace.py needs to be patched to allow both types of lists?
