jsalsman, I'm not sure why we would need to pywikibot code in mediawiki-utilities. It seems like that is the wrong direction. It seems to me that this fact checker bot could make use of both pywikibot and mediawiki-utilities or either package. BUT if I'm wrong and there's some extension to mediawiki-utilities that would support this work, I'm happy to work with someone to get it added.

@jayvdb, we are proposing an application of pywikibot, i.e., a bot, not changes to the pywikibot code, aren't we? Pywikibot core is compatible with Python 3.4, so we can certainly use both it and mediawiki-utilities in the same bot.
@Halfak, do you have any objections to including new bot code dependent on pywikibot core in mediawiki-utilities? Are you willing to co-mentor this project?
@Qgil, what do you need to resolve your concerns? Some kind of a formal poll, maybe?

I'm not sure if this is a bug or a feature request but there are two different ways to get the rollback token: Since the introduction of query+tokens, it's possible via there and this is already implemented. But before that the token was associated with the revision and `APISite.get_tokens` does not handle that and instead errors that the `rollback` token is not a valid token name.
But unlike the patrol token (T85727) it seems that the rollback token is not always the same, even different between two revisions of the same page. So it seems like that `site.tokens['rollback']` is impossible on older wikis and instead the library/scripts should use the revisions' rollbacktoken which itself then could request the token via `site.tokens['rollback']` on newer wikis.
