Given we (I mean TMH) show the transcode based on screen resolution, not available bandwidth, I'm not sure if anyone would see the 240p step. Cell phones with their high def screens probably get the HD transcodes :S
We don't even use the TMH <video> wrapper on mobile, so right now you get..... um, usually a link to download the original full-resolution file. That needs further work too. ;)
I've got a pretty good idea on how to handle adaptive streaming for ogv.js and the iOS app (OGVKit), and am starting some background research on DASH streaming and how that can work with native WebM browser & Android playback. If I'm lucky, we can do all this without remuxing all the high-resolution transcodes we already have...
Generally speaking, your suggestions sound like good ideas.
