If this is an army site, you may wish to use SSO. See:

http://www.mediawiki.org/wiki/Extension:Siteminder_Authentication

The siteminder plugin may need some work. I'd fix it, but I don't have a siteminder server to test against. If you need this fixed, you may be able to request my assistance via official channels (as I work for a Navy command).

If you don't wish to use SSO, or can't, I recommend the LDAP plugin:
