As the MediaWiki core team is preparing its quarterly review and solidifying its plans for the next quarter, they're moving this work (the configuration database) to the "back burner" for the coming quarter:

You can check that out for some details on what they will be working on, including API redesign code review, test infrastructure, security issue response, OAuth, search improvements, improving and deploying several volunteer-contributed improvements and extensions, and several other areas.
I also found out that, when they do start working on configuration management, they will start attacking in a piece-meal manner, and it won't come as a Omnibus Rewrite.
I'm sorry that I raised expectations before checking more thoroughly on the team's plans.
