Hi,
I'm Lalchhuansanga Pachuau, from Mizoram State of India. I want to start Mizo Wikipedia (http://incubator.wikimedia.org/wiki/Wp/lus). Now, I and my friends start working on Khampat .COM (http://www.khampat.com), the Mizo web-portal and we are planning to host an wiki encyclopedia (we called it Wikipatdia) and hosting on http://wiki.khampat.com.
But, now we found out that there is a chance that you can host(?) Mizo Wikipedia. So, we are contacting you for how to start it.
And, we want to ask these: 1. How many articles you need for us to start Mizo Wikipedia? 2. Who will manage the front page (Main_Page)? 3. Can we/I have more/advanced access regarding the administration by myself or my team?
We are waiting for your response.

There's no fixed number. The basic requisites are outlined at http://meta.wikimedia.org/wiki/Meta:Language_proposal_policy. Basically, you have to translate the most used messages of the software interface (about 500 messages; this can be done at http://translatewiki.net/), and you have to show constant interest (by creating new articles on the Incubator). The language committee will consider approving the project as soon as they are convinced, that the community won't loose interest in the project. As I said, there's no fixed number of articles, but to give at least a rough number: With 300 articles you have a realistic chance to be approved. But: The more the better. And more important is constant activity.
One warning: The language committee is sometimes not very responsive. Annoy them, if they don't react. (But don't start annoying them before you have met the requisites outlined by me and by http://meta.wikimedia.org/wiki/Meta:Language_proposal_policy.)
As a minimum time frame before the project will go live under its own subdomain (lus.wikipedia.org) I would expect half a year. Four, five months to show constant activity and some additional time to technically create the subdomain (creating it is actually not that hard, but our tech team has to do much work and experience tells us, that it can take months).

You are free to elect administrators among the active members of your community. As soon as your project is approved and created and the administrator rights set, these persons then can administrate the page (in the technical limits of the Wikimedia software and limited by the provisions of the global Wikimedia policies). An administrator can choose to protect the Main Page. A protected Main Page can be edited by administrators only.

A small update. A project inside the Wikimedia Incubator can have administrators also, thore rights are granted by a Incubator bureaucrat and you are not alouwed to use it outside pages in your project.

Hoi, The first requirement is to ask for a language that is recognised by the ISO-639-3. The code lus is indeed used by the Mizo language, you then make an entry at the Meta page request for new languages. As long as there is no request made, the Language Committee is not aware of people wanting to start a project for a language..
I checked and there is a request for the Lushai language with the lus code.. According to the documentation at Ethnologue this is a synonym for Mizo. I checked and it is possible to localise for this language at translatewiki.net.
To see all the latest messages at the incubator, you currently have to wait until the MediaWiki software is updated. In order to have the messages available as soon as possible, it is advised to install the LocalisationUpdate extension. This extension will make all the recent localisations available and thereby improve the usability for a language when new localisations have been entered. Thanks, GerardM
