So, illustrators: To submit an illustration for review (ie, as fulfulling a request), you just need to upload it to Wikimedia Commons and then leave a comment on the issue page in JIRA. I will then set STATUS: "In Review" for that issue. (If JIRA was working properly you would normally do this yourself. :))
After being "In review", issues can go to "Accepted" or "Rejected". It's quite common that after doing a first version of an image, some small details need to be changed, so while this is going on the issue stays "in review". Issues are only likely to go to "Rejected" if 1) The image is not the illustrator's original work (ie, you must list your references) 2) The image doesn't match against published reference works and the illustrator is unwilling to modify it so 3) The image doesn't render correctly on MediaWiki and the illustrator is unwilling to modify it so. These are the three "deal breaker" issues as detailed at http://meta.wikimedia.org/wiki/Philip_Greenspun_illustration_project/Guidelines
Beyond this, I hope illustrators will be happy to do the usual "tweaking" and keep in line with common good SVG practices such as keeping all text as text elements (not paths).
So the review is decided by the Review group. I need to revive them after a few months waiting. :) While an illustration is in review, *everyone is welcome to comment on issues regarding the quality and accuracy of the illustration.* Please do this on JIRA so the Review group can take your comments into consideration. (You don't need a JIRA account to leave a comment.) This is actually a really helpful thing you can do -- look at textbooks, look at the listed references, see how they compare. Make sure if it looks good to say so, as well as if you see something that seems wrong. I hope images will spend no more than 2 weeks in review.
Of course the great thing about SVGs is that they're easy to fix :)
I am sure there will be lots of specifics that we can negotiate as we go.
