1 and 3 both sound like good ideas. Policy should state that protection
should only be used in cases of heavy vandalism or fruitless revert
wars, and should have a time limit (the maximum being 1 week).

(At this point, Tim or Brion says "so write the code for it". I'd really
like to, but I'm a bit busy at the moment.)
