[Wikipedia-l] link for complaints

I am already doing it on irc for fr: and sometimes also for other  
people. I am also volunteering on juriwiki-l where we have something  
like 4 or 5 IP lawyers more or less available.

Anyway, nobody should "handle" things, but it would great to give a  
minimum level of advice when people have no idea of how to react and  
no legal assistance on their own.
