The magic interlanguage links (which appear at the top of the screen in 
a list by language name instead of inline) are *only* for the language 
links, and *only* on the encyclopedic wikis. They are a magic subset of 
interwiki links which behave funny because it's useful to us.

Interwiki links to meta and sep11 from the encyclopedia wikis are *not* 
magic interlanguage links. Links to any language encyclopedia wiki from 
meta or sep11 are *not* magic inter-language links. They appear as 
inline links, and I wouldn't imagine suggesting anything else.
