Okay, meta is now moved onto the new server at http://meta.wikipedia.org

The .com address has been pointed at it as an alias, and should go 
through the system sooner or later. There may be some rough spots in 
conversion; please check and comment on things that look horribly wrong.

Since we're now using Meta as a multi-lingual playground/meeting-place, 
I've changed the encoding to Unicode (UTF-8), so pages can be titled in 
any language.
