What I meant to day is that once someone is blocked, they will probably
never have a decent chance to go on normally. As soon as someone does
something bad, they will forever be associated with that bad thing that they
did. No matter how much you deny it and say that they had a fair chance,
every single banned user is subject to ten times the scrutiny that they were
before. And everyone will take the first possible chance to get them out.
Like if a user had a sockpuppet that made productive, helpful edits and was
kind to every user, that sockpuppet can be called "disruptive" simply
because it was associated with a person who was once disruptive.
