Anyone who's using a fair use image in a userbox  (or otherwise on a
userpage) should be talked to.  That's especially true given the sheer
quantity of stuff on Commons.  The one possible exception that might
be hard to find replacements for is trademarked things (operating
system logos, etc), but even there you can replace it with large text.
 It's not that hard to do.

Userboxes are fun, and good community building.  If they're breaking
copyright or other policies, than that should be dealt with.  Just
some thoughts, and it's 3 AM here, so I'm sorry if I'm incoherent.
