[WikiEN-l] Fair use outside of mainspace (was: Proposal on userbox...)

"Fair use" images can't possibly be used on user pages or template
pages without violating copyright, as far as I can see.  I'm prepared
to fight the good fight on this, image by image, if my help is
requested.  But that means removing images, and deleting them if
they're not used elsewhere--not deleting templates.
