[teampractices] Fwd: "Needs Volunteer" priority field value in Phabricator

Heads-up: I sent the email below to wikitech-l@ but teampractices@ folks
might have some helpful experience whether the two lowest "Priority"
field values in Phabricator are really needed in daily life, or if we
could just merge them into one (just "Low"). Please comment in Phab.
