Without the list of protocols, Parsoid doesn’t know which are valid for external links.
Your special page shows a pretty old version of Mediawiki,

Is upgrading a possibility? If not, it doesn’t seem like the API exposed
the info in that version. We could possibly add a Parsoid config as a workaround.
