This is how i'd make it:
-Create a new SVG namespace.
-Pages in this namespace contain SVG code rendered in view mode
(alternatively, show with GeSHi).
-Transclusion from SVG namespace to SVG namespace, works in the
traditional way. This allows one SVG to "embed" arrows, boxes, etc. from
other SVGs.
-Transclusion from namespaces other than SVG, include the image rendered
from the SVG with the parameters replaced.
