From the point of view of such users removing the alt
attributes on
images is a bad idea.
Note that Wikipedia's current markup for thumnnail images only use one
alt attribute and it's empty:

The only reason for keeping it is to claim validity wrt. some DTDs.
Personally, I'd rather remove it.
