Hello,
To clarify, an RFC process has been done as per requirements, and followed
the official process.
There has been a discussion, an IRC meeting, a discussion in Tech Comm, an
approval from DBAs, a last call announcement, and, eventually, an approval
by the Technical Committee as per procedure.

The new “Partial Blocks” feature has
fundamentally changed the way
MediaWiki considers what “block” means;
Given this was not fully considered before applying the change, the
safest way forward is to revert the change and open an RfC to list all
the considerations you mention *before* applying it again.
