With enough work you can abuse the existing ref system to do all of
the things we're talking about here. But it's simply too much work. I
know I would use more CITEs, in particular, if they weren't so hard to
use.

Why?
For all the same reasons as any of the ideas here... flexibility in
order to allow editors to do things we might not imagine in this
thread.
It's more likely they would want to change the notation of the
reference instead, ie, "Bab97" instead of "1", but I don't see
any
reason to deliberately introduce inflexibility. Also the idea of
introducing a param with only one possible value makes my stomach
grumble.
