Thanks, Bartosz -- that's right.
I'm Marshall Miller <https://en.wikipedia.org/wiki/User:MMiller_(WMF)>;
newly a product manager at WMF and working with the Community Tech team on
the "AFC improvement" project, which will be taking place over May and
June. The effort is geared toward increasing the efficiency of the Articles
for Creation
<https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Articles_for_creation>
process in English Wikipedia, which will be getting increased traffic as a
result of the recently implemented ACPERM policy
<https://en.wikipedia.org/wiki/Wikipedia:Autoconfirmed_article_creation_trial/Request_for_comment_on_permanent_implementation>.
You can read more about the background to the project here
<https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Articles_for_creation/AfC_Process_Improvement_May_2018>,
and the latest the likely development here
<https://en.wikipedia.org/wiki/Wikipedia_talk:WikiProject_Articles_for_creation/AfC_Process_Improvement_May_2018#Update_2018-04-25>
.
Please let me know if you have any questions or would like to be involved,
Marshall

Jargon such as "AFC improvement" would

Assuming you meant to ask what it means, I believe this refers to English
Wikipedia's "Articles for Creation" process:
