I do love the packed mode overall, but I need some way to make the heights
consistent.

The last line (at most widths) is much taller than the others, which is
aesthetically ugly.
I honestly cannot think of any case where having the lines be different
heights would be preferable. I could see not using the full width
available
to even out multiple lines, but not making one line much larger.
This mode is meant to replace the old mode, but such unaesthetic
behaviour
would make this impractical.

The different heights are to even out the lines so they all have the
same width. The last line gets abnormally big, as there's usually not
as many images in the last line. This was discussed quite a bit on the
COM:VP thread. The short version is the behaviour is going to change
the next time Wikimedia sites get updated ( Tuesday, September 3, 2013
for commons, Thursday, September 5, 2013 for wikipedia).
