Sort of. They rely on "public reporting" of dubious material - which
in itself begs the question, how often does someone stumble across
child porn whilst browsing the internet? - and in order to report
something you have to know you can report it to someone, so they have
to publicise themselves, eg:

That said, there's a difference between "we fight child porn, tell us
about it" and "we'll filter national internet access on a whim" as far
as publicity goes.
