Do we really want to be discouraging newbies from creating (or. at the
least. suggesting the creation of) new articles? I say we suggest
everyone head to AfC, have AfC get its act together and find some
people familiar with policy to join and help take care of AfCs and
then look for articles that look promising.

That may have its advantages... A newbie will have to delve a short distance
in to our guidelines to figure it out, and that could make them realise that
wikipedia is not the place for the article they wish to add. If it is, then
they will go ahead and write it.(in theory anyway, I don't know if it
