It is and should be mentioned that Taiwan/ROC is a disputed territory. As
concerns international law, its status is uncertain. Israel's status isn't
disputed in the same way.

There is a difference in scale, agreed. I think the fact that 31 states
(16%) don't recognise Israel makes it significant enough to mention on the
category.
