Hello dear community,
the Board of Trustees of the Wikimedia Foundation passed the following
resolution with seven approves and three abstains:
Following consultation with the Wikimedia community on meta, the
Wikimedia Foundation Board of Trustees is now releasing the guiding
principles below, which are intended to govern Wikimedia fundraising and
funds dissemination practices.
We now ask the Executive Director to develop for the Board a
recommendation for fundraising and funds dissemination practices that
will align as well as possible with the guiding principles while
consulting appropriately with stakeholders and interested parties. The
Board asks that the recommendation be ready to be shared with the Board
for discussion at the February 2012 Board meeting.
==== Guidelines for Fundraising Scenarios ====
* Consistency with mission, vision and values. All Wikimedia fundraising
activities must be conducted in a manner that's consistent with our
overall mission, vision and values. They must not create unnecessary
legal exposure for the projects, or otherwise unduly interfere with our
ability to achieve our mission.
* Minimal cost and minimal disruption. All Wikimedia fundraising
activities must aim to raise the maximum possible amount of money from
donors while minimizing administrative costs as much as possible (in
order to reserve the largest amount of money possible for programmatic
activity), while causing minimal disruption and annoyance for users of
the projects.
* Transparency: All Wikimedia fundraising activities must be truthful
with prospective donors. We need to tell people what we intend to use
their money for, before they donate. And we need to report in a timely
fashion on how it was actually spent.
* Responsibility: All Wikimedia fundraising activities must ensure funds
received are safe from fraud or misuse as determined by existing
third-party standards for appropriate financial controls, and must
adhere to relevant laws and regulations.
* Internationalism: Our movement is international in scope, and our
fundraising practices must support the easiest possible transfer of
money internationally in support of the movement's priorities.
* Independence: We prefer a fundraising model in which we are supported
primarily via the many-small-donors model, because this is the model
that best supports our independence.
* Flexibility: We do not need to adhere to a single monolithic model for
fundraising: multiple donation streams are fine.
* Sustainable donor relations: We must safeguard donor privacy and avoid
slowing the "donate now" flow.
* Good faith: The Wikimedia movement assumes that all movement
participants are acting in good faith, with regards to each other's
actions and intentions.
==== Guidelines for Funds Distribution Scenarios ====
* Protect the core: Core activities that ensure the continuity of the
projects need to be funded first.
* Impact: Funds should be distributed in ways that support mission work,
agnostic with regard to where the money was raised.
* Transparency and stability: Decisions about funds distribution must be
made transparently, in accordance with published guidelines and
processes. The model must enable each entity to carry out financial
planning to support efforts to be sustainable.
* Decentralization: Funds must be distributed in ways that support
decentralized programmatic activities for furthering our mission.
* Responsibility and accountability: Funds must be distributed in ways
that enable the Wikimedia movement to confidently assure donors that
their donations will be safeguarded appropriately, and that spending
will be in line with our mission and with the messages used to attract
donors.
* Collaboration and openness: Funds must be distributed in ways that are
collaborative and open, and which respect the diverse and international
nature of the Wikimedia movement.

We are delighted to present the last monthly Wikimedia India report of the
year 2011, almost a year after the chapter received the formal recognition
from the Government of Karnataka on 3 January 2011. The journey so far
wasn't easy, but we appreciate your continued patronage , support and
participation.
*Organisational Updates*
*Formation of Task Forces:*
As announced earlier, with the objective of increasing the engagement and
participation of the members of the chapter actively in various
initiatives, the India chapter has come up with focused Task Forces for
coordinating and driving various chapter activities [1]. There are two
types of Task Forces - Project Task Forces and Operations Task Forces. The
Project Task Forces are focused on growing the Wikimedia projects. The
Operations Task Forces are critical functions to enable the Project Task
Forces and the Chapter in growing the movement. The operations group
consists of Administration, Fund raising, & Communications. The Projects
task force consists of City and Langugage SIGs and Special Projects. The
new task forces will be led by the following people:
- Anirudh Bhati, Head, Fundraising.
- Arun Ramarathnam, Chair, Special Projects.
- Srinivas Gunta, Head, Administration.
- Sudhanwa Jogalekar, Chair, City and Language Special Interest Groups.
- Tinu Cherian, Head, Communications, PR & Media Relations.

The Chapter membership stands at 190 members as of 31 December 2011.

*FCRA:*
Our application for FCRA prior permission under the Foreign Contribution
(Regulation) Act with the Government of India is still pending. An official
from the Home Ministry has visited Arjuna Rao Chavala, President.
*Internet Relay Chat(IRCs):*
>From time to time, Wikimedia India conduct planned online IRC chat
sessions. The Dec 17, 2011 was anchored by Arun with the focus on Chapter
City & Language Special Interest Groups. [2]
*Board Meetings:*
The Chapter Executive Committee had two Tele-conference meetings in the
month of December (dated 07 Dec and 14 Dec, 2011). The Wikimedia India
chapter and Wikimedia Foundation had one joint co-ordination call on 21 Dec
2011, which was attended by Arjuna Rao Chavala, Arun Ramaratnam, Naveen
Francis, Sudhanwa Jogalekar, Tinu Cherian, Anirudh Bhati, Asaf Bartov and
Hisham Mundol. The summary of the joint coordination call was shared
earlier [3].
Community City and Language Special Interest Groups
City and Language Special Interest Groups are a mechanism to engage the
diverse interests of members across India. The objective is to grow the
wiki projects in their areas of interest by reviewing the status, planning
and executing events of interest through growing the community involvement.
The leadership of these groups is part of the extended leadership of the
Chapter.

A round-up of Wikimedia events and initatives around the nation is as
follows.
- *Wiki Academy @Jaya Engineering college * ( 10 Dec 2011) : The first
Wiki Academy in Jaya Engineering college, Chennai,[5] was organized by the
Wikimedia chapter and co-hosted by Jaya FOSS Club. Odia Wiki Chair &
Chapter member, Subhashish Panigrahi explained basics of Wikipedia, how it
is edited by millions of volunteers, how Wikipedia is exclusively
encyclopedic and kind of articles and notability of articles in Wikipedia,
how Wikipedians communicate and form community, and organization of
Wikimedia foundations and active projects. Then he took the audience
through active editing by signing up, searching for articles, choosing
articles to create. Then he demonstrated about creating an article by using
the Edit toolbar, citing the text by searching the web and uploading and
adding pictures in articles. The editing session was followed by a Q & A
session. Hisham Mundol, Consultant, Wikimedia Foundation India Programs,
connected with the audience via Google Hangout. Hisham interacted with the
audience by giving a talk about the nature of the event, few details about
Wikipedia, WMF and Chapter and foundation are trying to do in India. He
answered questions raised by the audience. Nitika Tandon , Consultant,
Wikimedia Foundation India Programs, later explained about the India
Education program (IEP), how it functions and the
student-teacher-foundation collaborations through the education program.

- *Coimbatore 1st Meetup*( 10 Dec 2011) : The first Kovai (Coimbatore)
meetup [7] was held at KGISL Campus, Saravanampatti, Coimbatore. The Meetup
was organised by Srikanth Ramakrishnan (User:Rsrikanth05) and
User:Sodabottle.
- *Bangalore Wikimeetup 40* ( 11 Dec 2011) : Around 11 people attended
the 40th Wikimeetup in Bangalore [8]. The Bangalore SIG Chair, RadhaKrishna
presented a talk on the experiences on WikiConference India 2011 and
WikiAcademy events in IT companies. Experiences of Wiki Academy in Jaya
engineering college and way forward was shared by by Subhashish Panigrahi.
Plans regarding Wiki Eleven in January 2012 was discussed. The photos of

- *Wikipedia Meetup1 Salem*( 11 Dec 2011) : A Wikimeetup was organised
at Salem, Tamil Nadu, [10] by Tamil Wikipedians Sodabottle and Surya
Prakash.
- '*Wikipedia Takes Kolkata /Kolkata Photo Walk* (18 Dec 2011) : A Photo
Walk was organised in Kolkata, West Bengal [11] by Kalyan Sarkar (Kolkata
SIG Chair), Jayanta Nath (Bengali SIG Chair) and Biswarup Ganguly. Around
437 images were uploaded to Wikimedia Commons as a part of this
initiative.[12]
- *GLAMcamp Amsterdam * Noopur Raval ( Delhi SIG Chair and GLAM
enthusiastic) attended GLAM worskop in Amsterdam, hosted by Wikimedia
Nederland. [13]
- *Wikipedians participation in CMDA IT Expo , 2011*: Indian Wikipedians
participated in the annual CMDA IT Expo 2011, Pune.[14] The stall were
manned by Sudhanwa Jogalekar ( EC member), Mahitgar ( Marathi SIG Chair),
Ashwin Baindur ( English SIG Chair) , Hisham Mundol and Nitika Tandon ( WMF
India Programs), and Campus Ambassador (IEP) volunteers.
- *Malayalam Wiki-Academies:* Malayalam Wiki-community organised two
Wiki-Academies in Kerala in the month of December at Alappuzha ( Dec 13)
and Kollam (Dec 31). The Alappuzha (2nd Wikiacademy) held at St.Joseph
Vanitha College was led by Adv. T.K Sujith, Adv. M.P.Manojkumar and Akhil
Krishnan. The Kollam (4th Wikiacademy) held at Govt. Higher Secondary
School, Anchal West, was led by Kiran Gopi ( User:Kiran_Gopi) , Faud A.J. (
User:Faudaj) , Kannan Shanmugam ( User:Fotokannan)and Sugeesh (
User:Sugeesh)
Other News
- A new initiative named *"Featured Wikimedian* was started on the
public wiki of Wikimedia India. Every month, one Indian wikimedian will be
featured. [15]
- * Tamil Wikimedia contest*: The Tamil Wikimedia community has
organised an international contest to get more photos, videos and audios
related to Tamil, Tamilians and Tamil culture to the Tamil Wikipedia and
Wikimedia Commons. [16] (themed “Eluthu mattum arivanru” or “Knowledge
beyond text”) . The Tamil Wikipedia Community and the Wikimedia Foundation
have jointly sponsored a prize money of $850 (with nine prizes) for
winners. (The first, second and third prizes are $200, $100 and $50. Three
prizes of $100 each are for those uploading the maximum number of quality
entries. A special prize of $150 is for media files on traditional Tamil
arts and crafts. Winners would be announced on March 15, 2012 and they
would get certificates with their entries displayed on the front pages of
Tamil Wiki projects. The contest (, November 15, 2011 to February 29, 2012)
is open to all and is on Facebook [17].
- India Wikipedians Sengai Podhuvan , Karthik Nadar and Aniruddha Kumar
joins Jimmy Wales among others in the *Wikimedia Fundraising 2011 banners

Dear all,
Let me give you a brief update on things we did in Ahmedabad Meet Up to
celebrate Wikipedia's 11th birthday.
*Our Main Agenda:*
1. Celebrating Wikipedia 11th Birthday
2. Spreading awareness of Wikipedia in Gujarat/Ahmedabad
3. Introducing Wikipedia project Gujarat to the Ahmedabad
community
On *11th Birthday of Wikipedia* Ahmedabad Wikimedia Community organize the
Ahmedabad Second Meetup at Gandhi Ashram (Sabarmati Ashram). The meet up
was organized by Anirudh Bhati & Abhishek Joshi.
Due to the Sankrant festival a very few wikipedian’s turned out in the
meet up so we met with few community members (Parag Patel, Konark Ratnakar
and Nakul Chugan). As we were *5 members* we had gone to nearest restaurant
for the celebration.
Anirudh started with giving a presentation on Wikipedia Project India and
Wikipedia Project Gujarat.
He further mentioned the role they would play to bridge the gap between
people who have the freedom to edit Wikipedia and those who actually do
so. He encouraged them to join one of the finest groups of people in the
world - Wikipedians. He outlined the sequence of events, the training they
would receive. He said that due to the need to start off the program right
away, the program would begin with those aspirants who already had the
skills being looked for especially the knowledge of the Wikipedia world.
Our main focus is on Wikipedia Project Gujarat and on improving the
articles and spreading awareness of Wikipedia over Gujarat region. The
aspirants responded with interest and a lot of questions.
After some discussion we have celebrated the Wikipedia’s 11th Birthday by
cutting the beautiful chocolate flavoured cake.
This meetup was quite productive and the Ahmedabad community took the
contact details of all participants, promising to get back to them soon
with different meet ups.

Dear All,
Let me share some of the highlights from the WP 11 celebrations at the 8th
Kolkata Wikimedia Meetup on Sunday last.
To begin with, we had the largest turnout in recent times, with as many as
thirty Wikipedians attending the event. We had amongst us Bishakha di and
Nikita as well. (Thank you to both for coming down to Kolkata for the
event.) Our primary agenda besides our regular meetup and workshop
activities was the celebration of 11 years of WP and 1st year of Wikimedia
India Chapter. The other topic high on our priority list was to discuss the
issues that we were facing in having a WP stall at the Kolkata Book Fair
2012.
The session started off with a note from Nikita and the usual round of
questions from newbies. Bishakha di gave a talk on SOPA and how it would
affect WP. It was followed by Jayanta da's presentation on Bengali
Wikipedia. Then we had our celebrations. A beautiful chocolate cake with a
gel topping in the shape of the WP logo had been ordered for the purpose.
Refreshment consisting of *singara *(*samosa *is called *singara *in
Bengal), muffins and tea were served. After the break, we continued. I took
over and gave a hands on demo on how to upload photos in Commons, then link
it from a WP article and how to provide proper citations. Rangan da
proposed a couple of Photo Walks on the occasion of Chinese New Year in
Kolkata. Biswarup da, as usual, kept himself busy all through, capturing
the moments of the event.
After the main event Jayanta da and Nikita sat with Sucheta and some other
students from NSEC, where our maiden Wiki Academy would be held on
25th. Jayanta da, Nikita and myself discussed about the possible courses of
action on the Book Fair event.

Extended Abstracts must be submitted by the given deadline for peer
review. Conference language is English, exceptions can be made on a
case-by-case basis. Submission entails a commitment that at least one
author will attend the event in the case of acceptance and deliver a
full paper version prior to the event. Also, authors grant the
organizers the right to publish accepted papers in the form of online
proceedings or a similar format, to be determined at a later stage. In
addition, accepted submissions will be automatically licensed under a
Creative Commons Attribution 3.0 Unported license, unless the authors
explicitly state in their submission that they wish to opt out of this
licensing agreement. We encourage authors to use said license in order
to promote open access to scholarly work, although decisions to opt
out will be respected and will not influence the review process in any
way. In any case, authors of accepted submissions cannot opt out from
the basic condition that they grant the organizers the right to
publish at least the extended abstract online.

Before writing such a scathing email criticizing an administrator (which is me) who allegedly made this statement, perhaps you should have verified it with me first?
I was making a reference to Wikiproject Gujarat on the English Wikipedia, which has run out of contributors. You can independently confirm it with the others who were present at the meet up.
I encouraged the rest of the participants to contribute to guwp.
It's shameful that you are drawn to make personal attacks on a public platform without checking your facts in the first place.
And I'll really appreciate if you drop the polemics.

Dear Wikimedians,
You may already be aware that the English Wikipedia community has decided
to support the protest against the introduction of the “Stop Online Piracy
Act” (SOPA) in the US House of Representatives and the “Protect IP Act”
(PIPA) in the US Senate. To that end, the English Wikipedia will be
blacked out for a period of 24 hours on 18 January 2012.
A press release from the Wikimedia Foundation states that “if passed, this
legislation will harm the free and open Internet and bring about new tools
for censorship of international websites inside the United States.” [1], [2]
English Wikipedia response to SOPA and PIPA
- The English Wikipedia will be blacked out, worldwide at 10.30 am IST
on 18 January 2012 until 10.30 am IST, 19 January 2012.
- Wikimedia Commons and other sister sites will not be affected by the
planned blackout..
Please be aware of the following points:
1. The black out is a decision taken by the global community of
volunteers who edit Wikipedia, and will be implemented by the Wikimedia
Foundation.[3]
2. Wikipedia is a volunteer-led movement and country-specific Wikimedia
chapters have no direct role in the community decision making process.
3. The Wikimedia India Chapter is an independent organization and does
not have control over Wikipedia and sister projects hosted by the Wikimedia
Foundation.
Request to members and Wikimedians:
1. There is immense media interest in the Wikipedia’s role to the SOPA
issue. We request you to refrain from making comments and statements to the
local / national press on this issue on behalf of the Wikimedia chapter.
2. You could however choose to speak to the media as a community member

your personal opinions, please do clarify that you are making these as
individual community members. A good to follow is to ask the journalist to
