* Es ley el Acceso Abierto al Conocimiento en Argentina*
El 13 de noviembre 2013, el Congreso de la Nación Argentina sancionó por
unanimidad la ley que establece que las instituciones del Sistema Nacional
de Ciencia y Tecnología que reciben fondos públicos deben crear
repositorios digitales institucionales de acceso abierto y gratuito en los
que se depositará la producción científico tecnológica nacional.
Según los fundamentos de la ley, el modelo de acceso abierto a la
producción científico – tecnológica implica que los usuarios de este tipo
de material pueden, en forma gratuita, leer, descargar, copiar, distribuir,
imprimir, buscar o enlazar los textos completos de los artículos
científicos, y usarlos con propósitos legítimos ligados a la investigación
científica, a la educación o a la gestión de políticas públicas, sin otras
barreras económicas, legales o técnicas que las que suponga Internet en sí
misma.
Deberá ser publicada en los repositorios, en un plazo no mayor a los 6
meses, toda producción científica –trabajos técnico-científicos, tesis
académicas, artículos de revistas, entre otros– que sea resultado de
actividades financiadas con fondos públicos, sea a través de sus
investigadores, tecnólogos, docentes, becarios postdoctorales o estudiantes
de maestría y doctorado. Asimismo, los datos primarios de investigación
también deberán ser publicados en un plazo no mayor a los 5 años desde el
momento de su recolección.
El Ministerio de Ciencia, Tecnología e Innovación Productiva será la
