That's for emails. A carriage return before every sig would be chaos
for a wiki talk page.
Very few of the more modern email clients work per that spec, and I recall
it from the Usenet RFC. There, it works. When you write "-- " (single space)
on a line on its own everything below is treated as a signature and stripped
by another Usenet client when a reply is sent.
